Westport, Kansas City’s oldest district, has evolved through its 150-plus-year history into a vibrant entertainment area. However, frequent and severe flooding along Mill Street has caused significant property damage, disrupting businesses and local infrastructure.
Traditional flood mitigation efforts using the standard study–design–bid process led to solutions that were either too costly or not feasible. To address this, the city adopted a progressive design-build approach, allowing for earlier stakeholder engagement, adaptive design, proactive risk management and a faster project timeline.
The project aims to transform Mill Street into a multimodal corridor that supports pedestrian and vehicle traffic while incorporating underground stormwater conveyance and storage systems. These improvements also address related issues such as parking, pedestrian connectivity, water quality and lighting—aligning with the broader goals of multiple city departments and the surrounding community.
Construction began in spring 2025, with major work scheduled for completion before the summer 2026 FIFA World Cup. The project leverages advanced technologies, including InfoWorks ICM 2D modeling to simulate both surface and underground water flow, and 3.5 million gallons of StormTrap underground storage equipped with continuous monitoring and adaptive controls. Pervious pavers will also be installed in parking areas to enhance stormwater infiltration and reduce runoff.
This initiative reflects Kansas City’s commitment to smart, sustainable and resilient infrastructure—delivering cost-effective, multi-benefit public improvements that meet current needs while preparing for future challenges.
